To know if your ring sizer has been printed at the correct scale, simply check that the rectangle (as shown in the PDF) measures the size of your credit card.
To measure your finger size, take a ring that you can put on the finger you want to know the size of. Then place it on the circle that best suits you, all you have to do is note the size indicated in this circle.

Below you will find a correspondence of finger circumference sizes, in case you want to know your ring size other than the French dimensions.
